Can be found in the sewer area within Undead Settlement after unlocking the door via the Grave Key from the Shrine Handmaid.

Request Absolution: Cleanse Sins in exchange for souls.
Request Dissolution: Remove Hollowing in exchange for souls.
Reinstate the King's decree: Resets Halflight, Spear of the Church boss fight for souls.
